chore: remove Foundation maintainers CSV as a lifecycle audit source - #706

Conversation
project-maintainers-.project.csv in cncf/foundation is now generated from PCC data, so auditing lifecycle against it compared PCC with processed PCC rather than an independent source. Removes the Maintainers column from all three reports along with its download helper, status map, anomaly criteria, and the cached datasource snapshot. Landscape, CLOMonitor, DevStats and Artwork remain as genuinely independent comparisons. Signed-off-by: Riaan Kleinhans <riaankleinhans@gmail.com>
